Q: how many buckles does this have?

There are 4 buckles that allow you to fasten it to each table leg. Thus far they have worked well.

Q: The underside was wet in the morning. I thought this was waterproof and would protect the furniture. Any similar experiences?

Mine protects the furniture, unless it is displaced by the wind . Then the rain can get under the cover.

Q: My table with chairs tucked in is 96" in diameter. The chairs are 34" high but it's ok if some of the legs show. Should I buy the 96 " or 110" cover?

I would buy the 96 inch. That gives you a drop of 28 inches.
